Proposal Engineer

A trusted science and technology leader in the design, manufacturing and marketing of specialized vehicles is looking for a Proposal Engineer to work out of the Cape Cod location. This is a great opportunity to work for a fast growing, innovative and reputable company.

Responsibilities as a proposal and cost estimate engineer assisting the Proposal and Contracts team and Sales and Marketing team in the preparation of proposals

Prepare quotations/proposals for all Systems, Upgrades, Repairs, Development, Support, Training, Service and Spare Parts.
Lead in the development, coordination, analysis and preparation of simple to complex tenders/request for proposals (RFP) as assigned.
Analyze all requests for quotes, proposals and information and evaluate customer's technical and commercial requirements. Propose solutions that will meet technical and commercial requirements.
Determine overall technical compliance and produce technical clarifications and qualifications as necessary; Create technical compliance matrices; Develop feasible technical concepts to allow the proposal group to build a cost base.
Be the main point of contact for engineering during proposal process. Work with engineering on any non-standard customer requirements that will require non-recurring engineering.
Coordinate, write and prepare technical proposals and documentation ensuring the response is compliant and all customer requirements have been met.
Coordinate, analyze, and prepare price/cost proposals and price/cost volumes in accordance with domestic and international defense and commercial regulations including the FAR and DFAR.
Demonstrate a strong working knowledge of estimating, scheduling, compliance matrices, subcontracting and the preparation of a basis of estimate.
Write technical content for all new products and participate in the building and maintenance of a knowledge database for proposals.
Assist the Proposal Manager with other duties as assigned.

Qualifications:
Bachelor's degree from a four year college or university in Engineering
5+ years of experience and/or training; or equivalent combination of education and experience.
Proficient in the use of MS business applications such as Excel, Word, Project and Power Point.
Knowledge of FAR and Government Contracting preferred. Knowledge of working with DOD, ERP, CRM systems and SolidWorks required.
Strong verbal and written skills; ability to communicate internally and externally in a clear, concise and professional manner
Experience in technical writing and large program proposals
Excellent people skills; able to work in teams of varying sizes, technical abilities and levels of authority. Ability to lead a proposal team.
Excellent time management skills and the ability to prioritize. Should be thorough, detail oriented, and organized.
Excellent multitasking abilities; able to handle multiple concurrent projects.
Initiative, self-motivation and proactive approach to workload.
Excellent proofreading and editing skills.
