Job Title: Proposal Manager

Scope:
The Proposal Manager will manage multiple multi-million dollar solicitations or proposal development activities supporting the Business Acquisition Process (BAP) throughout Elbit Systems of America. Lead and manage the overall proposal effort, ensuring compliance and responsiveness to the customer's requirements.

Responsibilities & Tasks:
• Understand regulatory aspects and structure of federal and commercial solicitations/Request for Proposals (RFPs)
• Understand US Government federal source selection process
• Prepare Proposal Plan and manage to meet deadlines
• Read and review final RFP; compare it to draft RFP for any changes
• Analyze requirements thoroughly and build a Compliance Checklist, Compliant Proposal Outline, and Proposal Schedule
• Ensure compliance with Business Acquisition Process (BAP) requirements
• Lead the proposal team to include volume leads, writers, editors, graphic designers and other contributors to the proposal process ensuring quality and timely products
• Develop storyboards (Proposal Development Worksheets) to provide specific guidance to writers
• Align response to capture strategy and ensure proposal is fully compliant and responsive
• Conduct Color Team Reviews
• Build Response Matrix
• Produce and deliver the Proposal
• Identify and Store Reusable proposal materials
• Archive the Proposal for information retrieval and reference
• Revise Proposal if requested (Amendments, Evaluation Notices (ENs), Modifications, Negotiations)
• Perform Post-Submittal Activities and Lessons Learned to incorporate in future proposals
• Travel to satellite locations from time to time to manage proposals
• Other related duties as assigned by supervisor

Experience and Education:
• Five (5) – Ten (10) years of functional experience
Minimum of three (3) years in industry
• Bachelor's degree (technical discipline desired)
• APMP Certification (highly desired)

• Proposal Team Leadership
• Strong ability to lead team meetings by setting clear purpose, expectations, and deliverables
• Hold team members accountable for meeting strict deadlines
• Job Knowledge
• Proficient knowledge of federal acquisition and industry best practices in proposal development process
• Computer and Technology Skills
• Very competent working knowledge of MS Office Suite, SharePoint, and Adobe Acrobat
• Initiative
• Strong work ethic, integrity, initiative and commitment to job role and responsibilities
• Planning
• Ability to effectively multi-task, prioritize and execute activities in high-pressure environment
• Productivity
• Ability to self-start, work autonomously and take responsibility for the proposal process


Environmental Conditions:
• Environmentally controlled workplace
• Some traveling may be required, to include periods of up to thirty (30) consecutive days
