Job Title:
Technical Editor 4

The Technical Editor 4 will support the development of solicitations for Elbit Systems of America (ESA). Will proofread and edit highly complex/specialized documents prepared by writers. Will edit solicitations, technical manuals/publications, engineering drawings, and marketing material to ensure customer requirements are met. Will manage material through the stages of development by interfacing with proposal managers, writers, illustrators, engineers, and capture team. The Technical Editor 4 will work within a prescribed BIDIT (MS SharePoint) document management process. Will apply layout/formatting standards and maintain modification records for management control. Will edit and rewrite documents to assist the customer in clearly and effectively communicating specifications and requirements to a wide range of audiences. Will ensure the final product meets standards.

Responsibilities and Duties:
• Edit and proofread complex response documents for proper format, grammar, punctuation, and syntax
• Complete assignments within standards and timeframes defined
• Improve text and readability to produce compelling documents
• Interface with writers, illustrators, and departments to accomplish assigned task
• Plan the contents of documents according to publishing requirements
• Ensure final documents meet all required editorial and customer specifications and adhere to standards of quality
• Work within SharePoint site (BIDIT) to manage documents and archive library
• Coordinate and maintain modification records using BIDIT for management and version control
• Lead production efforts to include preparations, task management, printing, binding, copying/burning, reviewing, and shipping
• Other related duties as assigned by supervisor

Experience and Education:
• Five (5) – Ten (10) years of functional experience
• Minimum of three (3) years in industry
• Bachelor's degree (English or Journalism)

Knowledge, Skills, Abilities Required:
• Ability to use MS SharePoint, MS Office Suite (Word, PowerPoint, Excel), Visio, PDF, and PNG
• Ability to manage documents
• Strong writing skills
• Strong knowledge of desktop publishing

Environmental Conditions:
• Environmentally controlled workplace
• Some traveling may be required, to include periods of up to thirty (30) consecutive days

Proposal Manager

The Proposal Manager is responsible for leading and managing the proposal development lifecycle for all assigned proposals and managing all the task orders as they come out. This includes Requests for Proposal (RFP) analysis, Kick-Off meetings, Daily Status Calls, Proposal Development, Color Reviews, Proposal Production, etc. Candidate should have a keen understanding of the customer, the competition and the customer's procurement process, funding capabilities, priorities and requirements. The Proposal Manager plays a critical role in the development of 100% compliant, compelling, and winning proposals and may also be called upon to assist in the preparation of responses to Requests for Information.

Proposal Manager Responsibilities:
Manage the entire proposal development life cycle including planning, organizing, strategy development, and compliance
Create proposal templates, outlines, compliance matrices, and production checklists
Develop the proposal schedule and maintain visibility on progress
Coordinate and prepare proposal meetings and reviews including bid/no bid
Manage proposal document production (printing, binding, CD Rom creation, shipping, etc.)
Write lessons learned report - collect and compile input
Identify and research various upcoming opportunities to determine the company`s competitive posture.
Work with Business Development and Capture Manager to ensure effective integration of win strategies, themes and discriminators in proposal response.

Proposal Manager Qualifications:
Bachelor‘¦s degree in English, Journalism or a related discipline with strong technical writing/editing skills and command of English grammar.
Minimum 7 years of experience in the development of large, complex government proposals
Solid understanding of government procurement, DOD, DoS, DHS, contracts, regulations and procedures.
Knowledge of federal procurement regulations (FAR / DFARS) and familiarity with GSA contracts
Excellent people skills; able to work with teams of varying sizes, technical abilities, and levels of authority with the client and teammates
Thorough, detail oriented, and organized with excellent time management skills and the ability to prioritize
Excellent multi-tasking abilities; able to handle multiple projects simultaneously
Strong analytical skills with solid administrative experience
Ability to understand and verify compliance
Skilled in proposal management, coordination, and production
Knowledgeable in the Microsoft Office Suite including Word, Excel, PowerPoint, SharePoint, and other database applications
